# 0201 — The app split: framework packages, platform core and first-party apps

> Accepted · 2026-10-20

## Context

The owner's app split (mem L725–729, 2026-10-20) divides the product into layers, so every package and service has one place. Some core services also have an app face the user sees.

## Decision

1. **Layer 1: framework packages.** These are packages, never apps.
2. **Layer 2: the always-on platform core.** Identity, tenancy, access, audit, settings, entitlements, the registry, usage, file storage, notification delivery, search, compliance, the security centre, geography, the workflow engine, the AI and MCP gateway, the experience runtime, webhook delivery, and billing.
3. **Layer 3: first-party apps.** These are installable from the marketplace, like partner apps. The list is in memory L728.
4. Some core services have an app face (for example, the security centre), and the face is a layer 3 app over a layer 2 service.

## Consequences

* A new capability is placed by asking which layer it is in, and the answer decides who owns it.
* A first-party app uses the same install path as a partner app, so the path is tested by our own apps first.

## Enforcement

planned — the validator checks each member's tier against the layer its manifest declares.

## Supersedes and sources

Supersedes: none. Sources: owner app split (`stackra-decisions-2026-10-19.md` L725–729, 2026-10-20).
