> region) and [0186](/adr/0186-backups-and-disaster-recovery) (decision 6 stands; this page records
> how the region field lives with one region).

## Context

[0243](/adr/0243-organisations-on-the-tenant-tree-consolidated-billing-guardrails-and-standalone-exit) says a tenant is personal or an
organisation and that a personal workspace can convert, but not what a new user sees or what the choice offers.
[0210](/adr/0210-tenancy-recursive-tenant-tree-lifecycle-one-context-and-region) says the region is chosen at creation, while
[0186](/adr/0186-backups-and-disaster-recovery) says there is one region. The owner's answers to the screenshot gap review of
2026-10-21 (items 3 and 5) settle both.

## Decision

1. **Signup creates a personal workspace.** Organisations stay hidden until the user chooses "Create organization". A product setting may
skip personal workspaces: a B2B product creates an organisation at signup instead.
2. **Two choices when organisations are enabled.**
   * **Convert this workspace into an organisation.** The tenant keeps its data, its subscription and its URL, and members join it.
   * **Create a new organisation and keep the personal workspace.** The tenant switcher shows both. The new organisation starts empty, on its
own trial or plan. Items move between them later through the transfer and merge of 0243 decision 7.
3. **Region field from day one.** Every tenant has a `region` field from creation, set to the single region that 0186 decision 6 keeps. A
region picker appears at organisation creation once cells exist. A personal workspace defaults to the region nearest the user. The region is
fixed per tenant; moving a tenant is a separate job (register D-13, still open).
4. **Billing per tenant.** Each tenant has its own subscription. Converting a personal workspace keeps its subscription. Consolidated billing
under a parent organisation (0243 decision 2) is unchanged.

## Consequences

* A solo user never sees organisation settings, so the first-run screens stay short.
* The region column exists before cells do, so adding a second region is data plus a picker, not a migration of every tenant row.
* Two tenants for one user means two subscriptions; the switcher and the billing page must make that visible.
* The "create new and keep personal" path depends on the transfer and merge flows of 0243 decision 7 for moving items later.

## Enforcement

planned — a tenancy schema test asserts `region` is non-null on every tenant; the provisioning workflow test covers both conversion paths and
the product setting that skips personal workspaces.

## Open details

The owner did not give these; the conservative default below applies until an ADR changes it.

1. **Conversion is one-way.** An organisation does not convert back to a personal workspace; leaving uses the standalone exit of 0243.
2. **A personal workspace has one member, its owner.** Inviting a second person offers the organisation choice of decision 2.
3. **"Nearest region"** is the region nearest the signup request's IP address; while one region exists it is always that region.
