Supersedes 0019. Decisions 1 to 6 of 0019 carry forward.
Context
0019 (Proposed) covered supply-chain hardening without the image registry, the signing keys, the dependency bot or the rotation rules. The owner’s answers DP17, DP18, SC5, SC6 and SC7 (mem L447, L551, 2026-10-20) fix those.Decision
- Images (DP17 and DP18). Images are stored in ECR, in the shared account. On-prem gets signed OCI tarballs. The base image is minimal and multi-architecture. Each image gets a syft SBOM and a cosign signature, and Trivy fails the build on fixable critical findings.
- Attestations (SC5). Sigstore attestations are produced. Air-gapped installs use a KMS cosign key.
- Dependencies (SC6). Renovate runs with automerge off and a minimum release age of one day. OSV-Scanner runs in CI. Fixes are due within 7 days (critical) and 30 days (other). A licence allow-list applies.
- Rotation (SC7). Rotation is tracked as Linear recurring issues. Signing keys have two active generations during a change. The KMS key rotates yearly.
- Carried forward from 0019 decisions 1 to 6.
Consequences
- Every image a customer runs has a signature and an SBOM, so a vulnerability query is answered from the artefact, not from a guess.
- A dependency update waits a day before it is proposed, which avoids the first-day compromise window.
Enforcement
planned — Trivy and OSV-Scanner in the release job; cosign verification at deploy; the Renovate configuration is reviewed underrunbooks/renovate.mdx (final pass).
Alternatives
- Automerge of dependency updates: rejected by SC6.
