Amends 0182, which
named the test tiers, not the devtools.
Context
Developers need to see the module graph and the runtime state while they work, on both the frontend and the backend. The owner’s devtools answer (mem L882–886, 2026-10-20) fixes what they show and where they run.Decision
- Dev only. Devtools run in development. In staging, operators only may use them. They are not in production builds.
- Apps. A floating panel for web and native shows the container graph, registry slots, state, queries, i18n keys, flags, entitlements, permissions and realtime.
- Services. A dev console, started by
stackra dev, shows the module graph, actions and adapters, per-request pipeline gate traces, events, the outbox, queue and workflow state, and cache hits. It sits next to Encore’s trace dashboard. - Packages. Each package’s
devtoolsentry plugs its own panels in.
Consequences
- A developer sees the pipeline gates for one request, so an entitlement refusal can be traced without a log search.
- Production builds carry no devtools code.
Enforcement
planned — the build strips the devtools entries from production bundles, and the validator checks that no production bundle imports them.Supersedes and sources
