Context
The owner wants everything built, with SaaS first. On-prem and air-gapped builds must stay buildable and tested, but the owner does not want them sold until they are solid. The owner’s delivery answer (mem L935, 2026-10-20) fixes that order.Decision
- Build. Everything in the register is built.
- SaaS first. The SaaS path is finished and sold first.
- On-prem and air-gapped. Builds stay green in CI, so they never break silently. They are not sold, and not described as finished, until they are solid.
- Sales. An on-prem offer needs the owner’s decision after the on-prem gates (ADR 0179) pass in CI.
Consequences
- On-prem work is never lost to a broken build, but it is not on the revenue path.
- The owner decides when on-prem is sold, so the sales promise is not made by a build status.
Enforcement
planned — the on-prem CI matrix runs on every release, and a red on-prem build blocks the release tag.Supersedes and sources
